First and foremost, I'm a father to three wonderful children, husband to an incredible wife, and patient pet-parent to several dogs and cats. While most of my time is dedicated to my family, I also coach youth sports, participate in community service events, and do anything and everything I can to help the town I'm so proud to live in. I truly believe the best thing we can do for our future is invest in the education of kids and the world they live in.
I helped found United Community because I felt the voice of reason and teamwork was failing to make noise in the echo-chamber of divisive politics. Our kids and town deserve more than that and there are more people than not who truly think we can, and should, do better.
Jessica Waterhouse, Vice Chair
Jessica grew up in South Windsor attending Pleasant Valley and Orchard Hill Elementary Schools. Since the fall of 2017, she has served as the Vice Chair of the Board of Education, has been a member of Capital Projects Committee and has served on a number of contract negotiations for the schools.
Jessica has her AS in Police Studies, BS and MA in Criminal Justice from John Jay College of Criminal Justice. For the past 17 years Jessica has worked at Tunxis Community College as a professor and currently is the Criminal Justice Program Coordinator and co- Chair of the Social Science and Programs Department.
Volunteer work and serving the community has always been important. For three years she served as a Sexual Assault Councilor/Advocate for the YWCA of New Britain serving Hartford County. For four years she volunteered at Pack Leaders Rescue preparing dogs for their forever homes. Having a passion for animals, she founded Mazolu Animal Sanctuary that is home to a variety of animals located on Main Street.
Phil Koboski, Treasurer
Phil Koboski is currently an accountant at one of the major Hartford insurance companies. He has worked in insurance accounting for over 35 years, mostly in financial reporting, but also spending 5 years in a budgeting and expense area. He is currently serving his first elected term on the Town Council after being appointed in 2021 to fill the unexpired term of a Councilor who was stepping down. He was also elected to three terms on the Board of Education (2011-2017), as well as serving on the Public Building Commission (2016-2021), where he sat as Chair from 2016 and 2017. He served on the Zoning Board of Appeals from (2007-2011). While serving in these roles, he has sat on the Insurance Control Commission, the Pension Committee and the Budget Working Group.
Phil has lived in South Windsor since 2001 with his wife, Brenda, where they raised their two sons who both went through the South Windsor school system.
Marek Kozikowski, Deputy Treasurer
Marek brings over 20 years’ experience working in planning and development to the Town Council. Marek advocates for sustainable development, providing new job opportunities, and stable grand list growth. He advocates for protecting neighborhoods from overdevelopment and the protection of open space. Marek supports small businesses and agriculture in town while also striving for efficiency and transparency in government.
Marek is currently service South Windsor as a Town Councilor and Vice-Chair of the Energy Committee. He also services on other special committees including the Capital Projects Committee, Personnel Committee, and Open Space Task Force. Previously Marek was a member of the Board of Education from 2019-2021.
Marek Kozikowski has been a resident of South Windsor for 28 years and went to school here. He graduated South Windsor High School (’01) where he played football and lacrosse for the Bobcats. Marek and his wife Kristen lived in West Haven for 11 years but moved back to South Windsor in 2017 to raise their family where they still called home.
Marek and Kristen live on Clark Street with their four children. Their oldest daughter attends Timothy Edwards Middle School and the three younger children attend Orchard Hill School.
Marek is an avid runner and has completed five marathons. He enjoys attending concerts, his daughters’ dance recitals and gymnastics meets, and watching the New England Patriots.

Married to Mark Snyder for 36 years; 2 sons were born and raised in South Windsor – Jeffrey age 35 married to Laura; David age 32. Granddaughters Leah age 2 and Aubrey 9 months.
I’m excited to be associated with a group interested in serving ALL South Windsor residents. Our hometown deserves elected representatives who are making informed decisions to make a positive impact on our community with a kind, welcoming, and collaborative approach.
I remain committed to support education, keeping South Windsor a vibrant community, maintain a high quality of life and control spending.
